Program Overview

The Rutland City Market Rate Revolving Loan Fund is a partnership between Cornerstone Housing Partners and the City of Rutland aimed at improving the quality and appeal of market-rate rental housing within city limits.

This program provides funding for high-quality repairs and rehabilitation of rental properties to meet or exceed market-rate standards. The goal is not only to improve the interior of individual units, but also to enhance the overall property, including common areas, building exteriors, and curb appeal—such as porches, siding, windows, and entryways.

Priority consideration will be given to projects that:

  • Include ADA compliance upgrades
  • Improve the overall building shell and shared spaces
  • Are intended for long-term rental use (not short-term or seasonal rentals)

Eligible Properties

Properties must be located within Rutland City and offer or plan to offer market-rate rental units. Projects must meet program quality expectations, which include both interior unit upgrades and improvements to the overall property condition and appearance.
